Working code for plugin/epsg-hsql need to be ported from 2.2 trunk to 2.1 branch

Description

The 2.1 branch has been created before the plugin/epsg-hsql was finished. Current version on the 2.1 branch doesn't work, while the version on the 2.2 trunk do work and has been tested. The code need to be copied from the trunk to the 2.1 branch. We need to be aware of one slight API different between 2.1 and 2.2 in the DataSource interface, so it is better to make the copy-and-paste by hand rather than use "svn merge".

Right now, the Maven build fails in the WMS module. Will need for the Maven build to be fixed before to take any action, in order to be able to run the full test suite.

Commited on the 2.1 branch as of revision 14624. The code copied from trunk do not includes the recent CoordinateOperationFactory new features since the later is an enhancement rather than a bug fix.
