JMapPane loses background colour

      Description

      Reported on the user list:
      > I am using the JMapPane to display a WMS(transparent) or WFS layer. Setting
      > a background color of the JMapPane, the color is only visible after first
      > rendering of the map.
      > After panning or zooming, the map is always displayed with white background
      > (transparency lost).
      > Changing the size of the JMapPane, the background color is visible again.

      > So I have changed drawLayers(false) to drawLayers(true) in methods
      > onImageMoved() and  setDisplayArea() and now background color is always
      > visible.
      > But I think this is not the correct way to fix the problem.
