Support for layer groups in MapContent

Description

This is an usability feature that's found in all major GIS applications. End-users like to group layers that are related to each other. This is currently impossible to achieve using MapContent and would require a great deal of effort to implement (one would have to reimplement parts of gt-render and gt-swing).

Re-assigned this one to me since I've been maintaining MapContent recently.

The concept of layer groups is a good suggestion - thanks. However, for anything to happen on this issue in the near future, you need to provide detailed specs (desired behaviours in gt-render, gt-swing and gt-swt) plus a patch (or separate patches per module) with unit tests, otherwise I'm afraid it will have to wait until volunteer time is available which probably won't be anytime soon.
