SQLServerFeatureStore locks up on testExternalConnection since SQLServer does not support MVCC by default

Details

Description

The test only works if the database has the global "READ_COMMITTED_SNAPSHOT" on.
However only an administrator can switch the database from one mode to the other, and only while being in "single user" mode.

This patch guards the tests with checks on the MVCC flag, and runs it only if the flag is up
