Description

Add an "editable" boolean flag to MapViewport to prevent a user-created viewport being changed by magic code in MapContent or elsewhere.

Added "editable" field plus setEditable(boolean) and isEditable() methods. All attribute setters check for editable status and log a FINE message if not editable. Added unit tests.
