Developers Guide

Add Developers Guide to library docs.

I have taken an export of the developers guide wiki into a mac application called scrivener; and then gradually fixed up the formatting to match sphinx.

I have gotten as far as the project procedures; there is a fair amount of "dead" documentation (in form of explaining tools we no longer use etc...); however my goal is to bring the developers guide into svn - and it can be corrected at a later time.

There are some very interesting historical oddities; talking about if subversion will succeed; mentioning maven version numbers on a module by module basis; and other things that did not quite happen as planned.

All in all it has aged well.
