Make the renderer DPI parameter act on symbol sizes as well

Description

Currently setting the DPI changes the scale computation but does not affect the symbol sizes, meaning a high dpi printout will be generated with very small symbols.
Apply a rescaling analog to the UOM one when the dpi is not the OGC default one (90dpi)

Commited on trunk and enabled by default, commited on 2.6.x as well but there it needs to be enabled by setting -DenableDpiUomRescaling=true as a system variable
