Description

When vectorizing a grid coverage the user can specify one or more values that should be treated as 'outside', but where a region of 'outside' value occurs away from the boundary of the vectorizing area it will is being returned as a polygon instead of being treated as a hole.

Fixed on trunk and in branches/2.6.x

Added unit test
