Allow serving non-spatial ArcSDE registered tables

Description

ArcSDE registered tables can be either spatially or non spatially enabled. Currently the ArcSDE DataStore exposes only spatially enabled registered tables (ie, ArcSDE layers).
Make it so non-spatial ArcSDE registered tables can be served too, by keeping the default behaviour but allowing a DataStore creation parameter to be set to indicate non spatial tables shall be served too, as long as they have either an SDE or USER managed, single field, primary key, in order to make sure Feature instances have reliable feature ids.
