Provide a type safe way to specify the symbolizer's vendor parameters

Description

Vendor parameters are setup so that using them from an SLD file makes sense, but there is no type safe programmatic way to specify them.
It would be nice to have at least constants, even better type safe methods to specify them in a symbolizer.
