Add ILIKE statement to ECQL language

Description

Develop to ILIKE as new statement for ECQL language. To take advantages of this new feature some geotools components should be changed. I copy some comment about the impact from related e-mail.

  • extend filter Interface (PropertyIsILike filter).
  • extend the interfaces to add matchCase to Like filters,
  • change filter parsers,
  • sql encoders
  • ....

Afaik all the needed support in the library has been added, it has been implemented in postgis and in shapefile datastores, and in the xml filter parsing.

Having a way to ask for a case sensitive like would be nice. By the way the things are coded today we're actually encoding a case insenstive request (FilterFactory2 has case senstivitiy flag, but if you don't use it, a case insenstive one will be created...)
