DataUtilities.bounds(fc) returns bounds of fc[0] only

Description

DataUtilities.bounds(fc) is not implemented correctly. It returns the bounds of the first feature only.

Well that is frustrating - and the fact it took a couple years to fix. I grabbed the implementation from DefaultFeatureCollection (Thanks IanS) and made sure there was a test case. In making the change I allowed the method to return a ReferenceEnvelope - and thus was able to remove some boiler plate casting code from the various implementations that were making use of this (broken) function.
