Provide a replacement of PostPreProcessFilterSplittingVisitor that works on the non deprecated org.geotools.filter.Capabilities instead of the old geotools FilterCapabilities

GeoTools provides a filter visitor, PostPreProcessFilterSplittingVisitor providing a means for a DataStore to split out a Query filter into the backend supported and unsupported bits depending on the DataStore's org.geotools.filter.FilterCapabilities.
As this class is deprecated in favor of org.opengis.filter.capability.FilterCapabilities, PostPreProcessFilterSplittingVisitor need to be ported to use the non deprecated org.geotools.filter.Capabilities class that wraps a GeoAPI FilterCapabilities
