The epsg-wkt module is going to be deleted anyway. Maybe we could exclude this module from graduation?

If we can not delete it, then as far as I known this epsg.properties file is basically a dump of PostGIS "spatial_ref_sys" table. PostGIS is licensed under GPL.

I can confirm that this file was created for us by Paul Ramsey using an export of the PostGIS spatial-ref-sys table.
