Use SDO_TUNE.EXTENT_OF to compute bbox for Oracle data types

          The function EXTENT_OF is deprecated, SDO_AGGR_MBR should be used instead
          Warning: SDO_AGGR_MBR result can be a point or a line in some particular case, see usage notes for details

          This is bad, because SDO_AGGR_MBR is way slower. We'll need to add a check and see if EXTENT_OF is available, if not, we'll have to use SDO_AGGR_MBR, and let's hope Oracle does something to speed it up...

          Created a new issue to avoid forgetting this... to really fix it, we need either funding again, or someone willing to do the Oracle mantainer (at the moment I'm kind of filling that position just to avoid the Oracle data store major breakages)
