As noted in the summary, since we have those operations we should advertise them in the getCapabilities response as well

We have a non-spec compliant putStyles, and I don't think we have getStyles. We might if Simone or Alessio added them in.

These issue has been in resolved state for at least one month (quite a bit, a lot more than one month). Batch transitioning them to closed state
