Add Connect and Read Timeout values to Cascaded WMS Store Metadata

Description

The HTTP lib that is used for the Cascaded WMS Stores supports setting connect and read timeouts, but it is not currently supported to configure those values via the UI or the REST API (some defaults are used I believe). It would be nice to have those configurable in the Stores Metadata as I am seeing timeouts when cascading sometimes. http://dpaste.de/OSnoH/
