No native Java ImageIO + Native JPEG acceleration enabled anyways + metatiled wms output = boom!

Description

In the above situation the workaround for the JDK writer does not enable. The code passing down the hint to use native acceleration should check if the native acceleration is available in the first place, or else the ImageWriter has to do that (possibly once and store the results in a static variable)
