kvp featureid requests with a decimal in their name fail

Description

Report from Brock Anderson, the kvp featureid with ArcSDE featuretypes (which always seem to have decimals in them) fail. This is due to an indexOf to parse out the decimal, should use the last decimal, instead of the first.
