org.opengis.referencing.operation.IncompatibleOperationException extends Exception. Consequently it is useful only if declared explicitly in the throws clause of a method declaration. But no method declare such throws clause...
The proposal is to move this exception to pending, deprecate it and delete later unless someone object.
