The org.opengis.util.Cloneable interface is almost not used and could be dropped from GeoAPI.

Dropping this seems preferable. Few people understand the issues anyhow so it's best left to be provided by implementations which appreciate the issue.

This interface will be ommitted from the 3.0 Spec.

Deprecate for 2.3 and drop in 3.0.

Moved to geoapi-pending and marked deprecated as of revision 1425.
