Description

An oversight during the last round of the filter specification was missing the opportunity for PropertyIsLike to have an ignore case option.
Apparently this is pending change for WFS 2.0 spec; as such I would like to add it to GeoAPI now with a @pending annotation.

Fixed applied to trunk as of -r1367.

Needed to update FilterFactory and FilterFactory2 to make this option available; and make matchcase option available across implementations.
