Need a way of setting per-target hooks globally

Description

The global hooks and per-target hooks have no interaction, there should be a global way of setting per-target hooks.

The functions:

setAllTargetPreHooks, setAllTargetPostHooks, addAllTargetPreHooks, addAllTargetPostHooks

Have been added so they can be used in Gant scripts.

If I understand this correctly, I think this will solve GANT-102, at least for my usage.
