Another regression has been introduced where wire deployments are not performed properly on restart. To reproduce:

1. Deploy BigBank services
2. Deploy BigBank loan
3. Kill all nodes in the domain
4. Bring all nodes in the domain back on line

The loan service will be deployed but not the updated SCA wires to the services module in zone2.
