Can a target parameter be implemented for href columns
so that the link could open another window, or have the
results sent to another frame.

the 'target=' parameter would also be useful for the export banner links.
Perhaps like the defines of example the 'export.csv.label=' in the property-file (export.csv.target=_blank).

Please use this BETTER implementation and discard the other one.
This one also adds the target-param to the pagination-links.

The target attribute should be added to the <display:colum> tag as well in order to be used in conjunction with the href, url and autolink attributes. It should default to '_self'.
