[PATCH] ./script/repository_observer

Adds ./script/repository_observer which does the same as the damagecontrol command but works without gems

Also makes a small change to environment.rb to add vendor/rscm/lib to the load path. This allows symlinking vendor/rscm to ../../rscm so that DC uses the latest rscm without updating gems all the time.
