I've entered 'incomplir' in the dictionary. However, I'm not sure about 'denunciar'. Can this really mean 'to break / fail to keep (a promise / agreement etc)'??

Sí, perň seria un ús formal, com "renege".

Del GDLC:

2 denunciar un armistici (o la fi d'un armistici, etc) Anunciar la represa de les hostilitats.

3 denunciar un tractat (o la ruptura d'un tractat, etc) Fer cončixer a les potčncies contractants l'expiració del tractat.
