For meaning 3, can I suggest we add 'to fritter away' and also attach the register tag 'formal' to 'dissipate'?
As regards 'dissipar-se', I think we should add more English equivalents than just 'dissipate' (a verb which I do not believe is used particularly often in everyday language).
The GDLC gives us:
5 pron La columna de fum es dissipā rāpidament. Les seves sospites ja s'han dissipat.
For the first example I would suggest 'to disperse'. For the second, I would suggest 'to be dispelled / to be allayed'.
