Fixed in 801098 revision for version 1.4.0.

Add <developers>true</developers> entry in notifier configuration (pom.xml) or add new notifier with check 'Send a mail to project developers' enabled.

Example: 

<ciManagement>
    <system>continuum</system>
    <notifiers>
      <notifier>
        <configuration>
          <address>user@domain.com</address>
          <committers>true</committers>
          <developers>true</developers>
        </configuration>
      </notifier>
    </notifiers>
 </ciManagement>
