Success notification after a period of failure

Again, don't know if this is relevant to continuum (just throwing out ideas i've worked into scripts i've written or have wanted in scripts i've written)

If the build is broken and a failure notifications have already been sent, send a another notification when the build is successful again so that people don't waste their time looking into problems that have already been fixed.
