Selenium test: check for project group SCM update when building projects

Add a check if the project group is still updating from SCM before checking if the project is already building or updating.

Selenium tests that includes building of projects could fail intermittently depending on the timing of the icon updates (Updating, Building, etc) for the SCM root url and the member project.
