Unable to release a project using the "provide parameters" option with distributed builds

Description

I should be able to release a project using the "provide parameters" option as long as there is an existing tag.

With distributed builds, I'm unable to release using the "provide parameters".

by setting the releaseId in release perform action and updating the prepared-releases.xml
