Continuum 1.2 does not build the project when it has changes in sub-modules and the m2 build is recursive (reopen)

The related bug CONTINUUM-1915 is not fixed:

My project is using recursive build. I can only see the top level.

A fix for 1.2.3.1 will be fine.
