To reproduce, attempt to add a duplicate project group.

1. Click Show Project Groups
2. Click Add
3. Enter 'Default Project Group' and 'default' for the name and id
4. Click Save

Actual behavior is to re-display the Add Project Group page with some extra whitespace at the top.

Expected behavior is to display a message saying the group already exists.
