Description
Having an scm failure or cancelling a build should not result to a build error.
1. scm failed
- no change to project's state
- no build result
- configurable notification
2. cancelled build
- project will have it's previous state
- no build result

Can you add a description of what you're working on (I see there's an active branch...) and link to some discussion, design docs, etc?
I assume this is headed for trunk rather than being an experimental branch, and I'd like to get familiar with it.
