decouple SCM code from continuum model

currently, the ContinuumScm interface works with the Continuum project and returns model objects, but also mixes in handling of the working directory (also spread through the code), and some adjustments on top of maven SCM.

This should be isolated into a single module so that working directory enhancements can be made and tested more easily.
