set JSW to auto-restart if it crashes or hangs

Description

wrapper.on_exit.default=RESTART
wrapper.on_exit.0=SHUTDOWN

putting these in wrapper.conf will cause Continuum to restart if it hangs or crashes, (ie, only shutdown on exit code 0).

Hang will be the default of 5 seconds unresponsive - we may want to consider increasing that too with wrapper.restart.delay.
