Can't use continuum for M2 projects with externals

Description

Using a recent HEAD checkout, if you try and add projects that use external modules in svn - for example

http://svn.codehaus.org/cargo/trunks/pom.xml

You get many add.project.missing.pom.errors

This means I can't use continuum to build my project (which uses a similar build style)
