Description
Tune checkstyle rules:
1) Allow runtime exceptions to be delcared to be thrown,
2) Add some additional constants: 10, 60, 6000, 60000.
When dealing with time it is intrinsically obvious what 60, 6000, and 60000 represent. And a factor of 10 is also pretty obvious. We don't need to declare a constant for every instance of "10" in our code.
