Jetty embedded container should support Jetty Plus the way Jetty installed container does

Description

Currently, only the Jetty Installed container (Jetty6xInstalledLocalContainer) supports the Jetty Plus capabilities. This was added by CARGO-804.

However, the embedded container (Jetty6xEmbeddedLocalContainer) does not have this capability. I believe that the installed and embedded container should have the same capabilities - if nothing else for the sake of consistency.
