Description

This change is needed to allow for remote containers.

1. Change internal storage to URI.
2. Change ger/setDir() File methods to be get/setHome working with URI.
3. Introduce URI constructors for all Configuration instances.
4. Change factories and other files accordingly.

This was required before we introduced the notion of LocalConfiguration/RuntimeConfiguration. It is now no longer required and has been removed.
