Merge resolution algorythms from Compiler.TypeSystem.CRS to Boo.Lang.RuntimeServices (without adding dependency to .Compiler of course).
This will avoid code duplication and potential inconsistencies between static and dynamic resolution (ala BOO-999).

A pivot could be a ICandidateMethod.
