Allow free inheritance for CustomServiceTasks

Description

At the moment we only support directly subclassing the AbstractCustomServiceTask base class due to an efficiency limitation imposed when loading CustomServiceTasks for a project. There is no reason this should not be enabled other than the performance penalty in loading the type hierarchy for an IType in ExtensionUtil.
